The reason is simple. This neighborhood has the thing almost no city neighborhood has: a true off-leash meadow, a mile long, ten minutes from every stoop.

Prospect Park Off-Leash Hours: The Real Rules

The number one question in every Park Slope dog group, answered from the official sources:

Off-leash hours: early morning (5am) until 9 am, and 9 pm until the park closes at 1 am. NYC Parks keys the morning start to park opening, so treat "before 9 am" as the rule that matters.
Off-leash areas: the Long Meadow (middle and upper sections, NOT the ballfields), the Nethermead, and the Peninsula. Nowhere else.
Dog Beach: dogs can swim at Dog Beach during those same off-leash hours. It sits just southeast of the 9th Street entrance.
Everywhere else, and at all other times: leash, maximum 6 feet.
Always leashed: wooded areas and paths (protects nesting birds). Never allowed: playgrounds, ballfields, bridle paths.
Watch the park wall: the grassy strips along Prospect Park West outside the wall are NOT off-leash zones. Local dog group FIDO warns that off-leash dogs there draw tickets.
Carry proof: NYC Health Code requires proof of current license and rabies vaccination when out with your dog. Fines apply for violations.

Two Walks We Actually Walk

Route A: The Center Slope Loop (~1.3 miles, 25-30 minutes, everyday leashed walk)

The efficient daily circuit: brownstones, park wall, avenue life.

Start at 7th Avenue and 9th Street (F/G at 7th Ave). Walk up 9th Street toward the park, two long blocks.
At the 9th Street entrance (Lafayette Memorial), turn left and follow Prospect Park West north along the park wall. Flat, shaded, wide. Keep the leash on here.
At 3rd Street, turn left and walk down through two blocks of the Slope's best brownstones.
Turn left on 7th Avenue and follow the shopping strip six short blocks back to 9th Street.

Route B: The Long Meadow Weekender (~2.5-3 miles, 60-90 minutes, go before 9 am)

The full Prospect Park experience, timed for off-leash hours.

Enter at Grand Army Plaza, under the arch.
Pass through Endale Arch onto the Long Meadow: nearly a mile of unbroken meadow, the longest stretch in any U.S. urban park. Before 9 am, this is off-leash heaven (middle and upper meadow; the ballfield end stays leashed).
Stop at the Picnic House: WINNER in the Park serves coffee and pastries from 7 am, fully outdoors, right on the meadow.
Continue south to the Nethermead, the park's quieter second off-leash meadow. Leash up through the wooded stretches between meadows; it's the rule.
Finish at the Peninsula by the Lake, or loop northwest to Dog Beach for a swim before exiting at 9th Street.

Six Park Slope Dog Walking Tips

Set a 9 am alarm logic. The whole neighborhood schedule bends around off-leash hours. Before 9 = meadow freedom. After 9 = leash on, sidewalk mode.
Skip the park's east side on summer Sundays. Smorgasburg runs Sundays 11 to 6, April through late October, at Breeze Hill: crowds and dropped food everywhere. Route via the Long Meadow instead.
Respect the wall strips. The grass along Prospect Park West looks tempting. Off-leash there earns tickets.
Watch algae advisories. The park posts warnings when algal blooms hit the Lake and watercourse; they're harmful to dogs. Dog Beach advisories come from the Prospect Park Alliance.
Bring water for the meadow. A mile of open grass has almost no shade in July.

Season by Season

Summer: exposed meadows get hot fast; walk the off-leash window (conveniently the coolest hours) and finish at Dog Beach. Check algae advisories before any swim.
Fall: peak meadow season. Leash up in the woods; the rule protects migrating and nesting birds.
